There's a very high chance that the worldwide release won't start with all off the characters above available. That would be madness. But so long as the names match up with their localized versions we'll double-check on release, the tier list above should track into the global release.

Octopath Traveler Champions of the Continent was originally set to launch on July 26, 2022 with pre-loads going up just a few hours before the servers were set to go live.
Instead, the game now reads that it won't go live until the early hours of July 27. It's using UTC as a centralized timezone, however, which means it'll go live at around 8pm PDT or 11pm EST. For Europe, it's a fixed 3am UTC launch time, which carries it over in July 27.
Before that, the game was set to release in a vague Summer 2022 window. They made it, but the timing is a little off for the worldwide launch, with European players certainly getting the short end of the stick.
